Texas Governor Greg Abbott announced the ongoing plan for Phase II, to start opening more businesses’ and the economy on Monday, May 18.


All businesses’ re-opening will have safety guidelines and expectations to maintain social distancing. The minimum standard health protocols are outlined by the Texas Department of State Health Services.


Opening May, 18: Child Care Services, Massage and Personal Care Services, Youth Clubs and Gyms.


Opening May, 22 to 25-percent Occupancy: Rodeo’s, Equestrian Events, Bowling Alleys, Bingo Halls, Skating Rinks, Aquariums, Natural Caverns, and Bars. (Restaurants may open to 50-percent occupancy)


Opening May, 31: Day youth camps, overnight youth camps, youth sports and Professional Sporting Events.


Texas Independent School Districts may open school classrooms during the summer under their own discretion and leadership.


Counties with significant numbers of COVID-19 hot-spots will not move into this level of Phase II until May, 29. The current hot-spot counties include El Paso, Randall, Potter, Moore and Deaf Smith. These counties are being sent "Surge Teams" by the state to help in these areas with extensive testing and education to reduce the spread of COVID-19..
