Tommy Ruiz was arrested twice in the last several days for burglary of a vehicle, according to police.
On Thursday, Ruiz was transported to the Jim Wells County jail after eye witnesses observed him take a wallet from a vehicle at a church on Texas Boulevard and Rose Drive.
"We need to make the public aware of this guy," said Criminal Investigation Division Lt. Michael Jaramillo. "Secure your belongings and don't leave things in your vehicles."
Ruiz found an unlocked vehicle in the church parking lot and took off north on foot.
According to investigators, Ruiz is addicted to narcotics and uses crimes of opportunity to maintain his drug habit.
Police urge everyone to lock your vehicles, and secure items from your vehicle and your homes.
