New Finance Director was approved by city council Thursday with a 3-1 vote with Councilman Ron Burke voting against the motion.

Mark A. Rushing will start his new position on Thursday, Jan. 21 at a starting salary of $91,000.

“My objective is the salary level Mr. Rushing will receive considering the financial condition of the city and the people of Alice who are experiencing with their own finances due to our economic circumstances,” Burke said. “It's time for the city to do likewise.”

Rushing recently worked as Finance Director for the City of Falfurrias. He earned a Bachelor in Business Administration (BBA) from the University of Texas-Permian Basin, has a Certificate of Completion in Undergraduate Studies from Odessa Junior College, and is a Certified Investment Officer. He most also worked as Director of Finance for the City of Kingsville from 2006-2013 and as CFO for the City of Pecos, Texas 2003-2006.  His previous employment experience includes fifteen years of Chief Financial Officer (CFO) and more than 28 years of total governmental accounting, auditing, and finance experience. His experience includes working for various school districts in West Texas as Business Manager and CFO.

After the meeting, Rushing shook hands with the mayor, council and administration staff.

“I'm hoping to bring stability,” Rushing said.

Also during the meeting, the council tabled any decision concerning new legislation regarding Open Carry Law. They also introduced new hired employees.

The council amended an ordinance on food service establishments, which was mandated by the state and passed a contract with several chemical companies for chemicals for the water and wastewater treatment plants, which will save the city money due to lower bids.

The council also heard a presentation on McKinstry's company to save the city money through an energy retrofits program.

Several items were tabled including methods to address financial options to refinance debt and budgeting matters and the contractual agreements between the city and The Granado Group and Naismith Engineering, Inc.
